How to Exchange Your US Driver’s License for a French One

Exchanging your driver’s license is one of those French administrative tasks that sounds more intimidating than it actually is — especially now that the entire process is done online. But there are real deadlines, specific documents, and a few details that can trip you up if you’re not prepared. This guide walks you through everything, from figuring out whether your state has a reciprocal agreement with France all the way to receiving your permis de conduire in the mail.
New from May 12, 2026: France now charges a €40 timbre fiscal (tax stamp) to exchange a foreign driver’s license. You can pay directly within the France Titres application at the end of the process, at timbres.impots.gouv.fr, or in cash at a bureau de tabac displaying the ‘Point de vente agréé’ logo. Applications submitted before May 12, 2026 are not affected.

Step 1: Know Your Deadline
Your US driver’s license is valid in France for one year from the date you establish normal residence, generally the date your first titre de séjour (residence permit) is issued, or the date you validated your long-stay visa on arrival. After that one year, you must hold a French license to drive legally.
This means the clock starts ticking the moment you arrive and validate your residency, not when you feel ready to deal with the paperwork. Apply well before the deadline, processing currently takes an average of 4 to 6 months, and in high-volume areas like Île-de-France it can take longer.
Important: If you miss the one-year window, you lose the right to exchange your license directly. You would then need to start from scratch and take French driving tests. Do not let this deadline slip. One exception is if you hold a student residence permit, you are not required to exchange your license during your studies and can continue driving on your US license for the duration of your stay.
Step 2: Check Whether Your State Has a Reciprocal Agreement
Not all US states have a reciprocal agreement with France. If your state is on the reciprocal list, you can exchange your license directly without retaking any tests. If your state is not on the list, you will need to sit the French theory exam (le code de la route) and practical driving test to obtain a permis de conduire.

If Your State Is Not Reciprocal
If your license was issued in a non-reciprocal state (California, New York, and Georgia are common examples), you cannot do a direct exchange. You will need to:
- Drive legally on your US license for your first year in France.
- Enroll in a French driving school (auto-école) to prepare for the theory and practical exams.
- Pass the code de la route (theory exam) and the practical driving test.
Some Americans plan ahead by switching their license to a reciprocal state before moving to France, this is worth considering if you have family or ties to a reciprocal state. Of the reciprocal states, Florida and Texas are popular choices for expats as they have no state income tax and relatively simple residency requirements.
Step 3: Gather Your Documents
Regardless of which state your license was issued in, the document requirements are the same for a reciprocal exchange. Prepare the following before starting your online application:
- Color copy of both sides of your US driver’s license (up to 2 pages).
- Certified French translation of your driver’s license (up to 2 pages).
- Your driving record from your home state (up to 3 pages) — must be less than 3 months old at the time of your application.
- Certified French translation of your driving record (up to 3 pages).
- Justificatif de régularité de séjour — your titre de séjour (recto and verso). Include your visa validation letter if applicable (see note below).
- Justificatif de domicile dated less than 6 months old, in your name at your French address — an EDF or other utility bill, internet bill, quittance de loyer (rent receipt), or attestation d’hébergement (up to 5 pages).
- Proof of identity (up to 2 pages) — passport or national identity document.
- Digital photo and signature code — see Step 6 below.
- €40 timbre fiscal — paid within the France Titres application at the end of the process, at timbres.impots.gouv.fr, or at a bureau de tabac with the “Point de vente agréé” logo (new from May 12, 2026).
On proof of residence: Your titre de séjour is your primary proof of residency. From my own experience exchanging my Ohio license, I learned the hard way that you also need to include your visa validation letter, the letter you received when you validated your long-stay visa upon arrival in France. I uploaded the first page of my visa, the visa page, the page with my entry date stamp, and both pages of my validation letter.
Step 4: Get Your Driving Record
Request a certified copy of your driving record from your state’s DMV or BMV. Most states offer this online, and costs and turnaround times vary by state. In Ohio, a 3-year certified record cost $5 and arrived within a week.
A few things to keep in mind:
Your driving record must be less than 3 months old at the time you submit your application, so don’t order it too far in advance.
If ordering from France, you may need a VPN to access your state’s DMV website, some US government sites block international IP addresses.
If you cannot receive mail internationally, arrange to have it sent to a US address (a family member’s home, for example) and forwarded to you.
The record must show your original license issue date, confirm this is included before ordering.
Check your specific state’s DMV/BMV website for current ordering instructions, costs, and processing times, these vary by state and change over time.
Step 5: Get a Certified Translation
Both your driver’s license and your driving record must be translated into French by a certified court translator (traducteur assermenté). This is a legal requirement, Deepl or a bilingual friend will not be accepted.
Finding a Certified Translator
The official list of certified court translators is maintained by the French courts. You can find translators by region and language on the official court of appeals translator directory. A full list organized by category and language is also available through the national registry.
From my own experience, I have used and recommend Bilingual Minds. My experience with them has been excellent, I worked with the same person each time, they were communicative throughout the process, and the turnaround was impressive: digital translations arrived within 3 days, and paper copies within a week. You can upload your documents directly on their website and choose between certified and non-certified translations.
What Certified Translations Include
A certified translation comes with the translator’s official stamp, signature, and attestation that the translation is accurate. You will typically receive both a digital PDF copy (for your online application upload) and a physical paper copy (which you may need for other administrative purposes). Keep both.
Step 6: Get Your Digital Photo and Signature
Your application requires a biometric digital photo and a digital signature code. This is not the same as uploading a regular photo, it must be taken through an approved system that generates a unique numeric code, which you then enter into your ANTS application.
Option A: The Photo Identité App
I used and recommend the Photo Identité – Smartphone ID app, available on iOS and Android. It guides you step-by-step through taking a compliant photo and submits it for approval automatically.
Have someone help you take the photo, it’s much easier with a second person. My first attempt was rejected within 15 minutes; the second was accepted about an hour later. Once accepted, you receive an email with your digital code, copies of your photos, and the option to order printed copies at your local post office. The cost is €5, the same as a physical photomaton booth, except done from the comfort of your couch. The code you receive serves as both your photo upload and your digital signature in the application.
Option B: ANTS-Approved Photomaton Booths
You can also use any photomaton booth displaying the blue AGRÉÉ ANTS sticker. These booths generate the same digital code and are found at many post offices, supermarkets, and train stations. The cost is the same (€5).
Step 7: Submit Your Application on France Titres (ANTS)
All applications are submitted online through the France Titres platform (formerly ANTS, rebranded in March 2024, the URL remains ants.gouv.fr). There is no in-person submission option.
Creating Your Account
If you don’t already have an account, you can create one directly on the France Titres website or log in using FranceConnect, which allows you to authenticate through an existing French government account such as Ameli (health insurance), impots.gouv.fr, or La Poste. I used FranceConnect with my Ameli account, which made registration seamless. A trick I was told when doing the online application for this was to make sure I sign in the same way every time, if not, I would not see my application.
Navigating the Application
Once logged in, navigate to Mon Espace Conducteur (My Driver’s Space) and select Demander un permis de conduire (Request a driver’s license). From there, work through the steps selecting the options that match your situation.
If your French is not strong, have a French speaker sit with you for this part. One wrong selection, without realizing it, can result in your application being rejected. Take your time and don’t rush through the dropdown menus. You also do not want to use the translator in your browser. This is known to cause glitches and hiccups as well as not translate properly.
At the end of the application, you will upload all your documents and pay the €40 timbre fiscal. Review everything carefully before submitting, once sent, you cannot undo it. You will receive an email confirmation with your application number shortly after submitting.
Tracking Your Application
Log back into your France Titres account at any time to check your status. The key status you’re looking for after submission is En cours d’instruction (under review). When ANTS is ready for your physical license, the status will change to À compléter (to be completed) and you will receive an SMS and/or email with next steps.
If You Encounter Technical Errors
The ANTS platform can be temperamental. If you hit an error at any point before successfully submitting, save your progress if possible and return after 24 hours. I experienced this with my digital signature code, the system kept rejecting it one day and accepted it on the first try the next. Do not panic; it is almost always a system glitch rather than a problem with your documents. Better to take a pause and retry in 24 hours, you’ll save your sanity.
Step 8: Send in Your Original License
After a few months, you will receive an SMS or email asking you to send in your original US driver’s license. At this point, log back into your France Titres account, your status will show À compléter and there will be an actionable item on your dashboard.
When you click through, you will find two documents to download and print:
Attestation de dépôt sécurisée: A sworn statement confirming you are in the process of exchanging your license. If your US license is still within its validity period, you must keep a copy of this document, along with a photocopy of your US license, in your car while driving.
Courrier accompagnant le permis physique: The cover letter to include with your original license. It also gives you space to update your address if you have moved since applying.
Send both documents together with your original license by lettre recommandée avec accusé de réception (registered letter with acknowledgement of receipt) to the address indicated on the cover letter. This costs around €6–7 and provides tracking and a signature on delivery.
Step 9: Receive Your French License
After sending your original license, you will receive a second SMS when your request has been processed by the state services and taken into account. Check your email, this is typically followed by an email from ANTS confirming your exchange has been accepted and that your permis de conduire will be printed and dispatched within 15 days.
Your French license arrives by tracked letter post. From the email confirmation, allow approximately 15 days. From the moment ANTS requests your original license to receiving your French one, expect around 3 to 5 weeks, though this can vary.
From my own experience: I submitted my application in November 2020, sent my Ohio license in August 2021, and received my French permis de conduire approximately 5 weeks later in September 2021, about 10 months in total. Processing times have since improved significantly; current average processing is 4 to 6 months from application to receiving the license.
A Few Helpful Notes
Maiden name: If you are a married woman, France uses your nom de jeune fille (maiden name) in the nom de naissance field. Your maiden name will follow you through French administration for life, this is standard and not an error.
Married name on your license: Some women have reported receiving their French license issued in their maiden name. This is how the French system works. If you need to use your married name, you may need to follow up with the SIPNR or your local tax office to clarify.
Non-reciprocal state holders: If you are from a non-reciprocal state and need to take French driving tests, you are still entitled to drive on your US license for your first year. Use that time to find an auto-école, book your code de la route exam, and get the process underway early.

You should only need a medical if you are exchanging for a category C or D license (driving heavy vehicles or passenger transport vehicles). I did not need a medical as I do not have a license that fit either category.

If you have a license that allows for the driving heavy vehicles or passenger transport vehicles, then you will need a medical exam. Hope this helps.
